İmralı Delegation: AKP ended process of resolution

ANKARA (DİHA) - HDP İmralı Delegation held a press conference warning the AKP government to immediately do what is necessary for the continuation of the process in search of a peaceful and democratic solution to the Kurdish question.

Below is the statement of the HDP İmralı Delegation translated by ANF English service as it is; "The public opinion and our people are already acquainted with the works performed by our delegation within the process starting from the All-Out Elimination Concept-which included the political genocide operations and military operations in 2012, mass killings like the one in Roboski and the aggravated isolation in Mr. Öcalan in İmralı- till the preparation and declaration of the Dolmabahçe Agreement which we could interpret as the draft text of lasting peace.

During the course of this process, our delegation served as the active leader of the traffic of talks between İmralı-Kandil-Ankara on one side, and the direct addressee involved in the preparation of legal works in the parliament together with our Parliamentary group to enable the accomplishment of the Process of Resolution on the other side.

Our success to reach the phase of a call by Mr. Öcalan for a congress to discuss disarmament on the basis of establishment of a Monitoring Committee for permanent peace and beginning of official negotiations within a time of one week, should be evaluated as the indication of the effective result we have obtained within this process, an unprecedented one when compared to other examples in the world.

'AKP ended process of resolution'

However, the beginning of the June 7 election process at a time on the eve of permanent peace, and AKP's adoption of a political approach which gave priority to ruling rather than peace, did unfortunately push the historic phase we had achieved to a different point.

Right within this process, the ruling perspective put forward by President Recep Tayyip Erdoğan by saying "There can be no Monitoring Committee", "Dolmabahçe Agreement is not right", "There are no sides", "There is no negotiation table", "There is no Kurdish question", should be assessed as a seek to gather the nationalist grassroots behind themselves at the cost of suspending the Process of Resolution.

The blasts and use of arms in Diyadin, Adana, Mersin, Karlıova and Diyarbakır İstasyon Square hit not only our party works that served a lasting peace, but also the Process of Resolution we are advancing for the achievement of peace in the country.

'Erdoğan and AKP answered process of resolution with an all-out warfare concept'

Despite all these negative developments, our people intervened the situation at June 7 elections and refreshed the Democratic Political Resolution on the basis of negotiation and agreement against the provocative tension and seek for war. At the same time, our people pointed to the Parliament as the address for the resolution of all the existing problems.

The AKP government which suffered a historic defeat on June 7 chose not to interpret the message of the people correctly and thus adopt new policies, but to change the agenda of negotiation and solution with chaos and conflict, and to ignore the demands for peace.

We evaluate the provocative process soon after the elections, in which three pro-HDP persons and one executive of İhya Der lost their lives, within this framework.

However, the statement made by government officials after the election, who include members from the AKP delegation involved in the Process of Resolution, clearly manifested that with the Process of Resolution the AKP government aimed not to achieve permanent peace but to come to the power alone and open the way for Super Presidency for Erdoğan. Understanding the impossibility of reaching this aim politically and socially, Erdoğan and AKP government responded to the political and social bases of the Process of Resolution with an all-out warfare concept, just like was the case in 2012.

This concept could shortly be summarized by the daily political arrests, military operations of annihilation, massacres of civilians mainly targeting women like the one in Zergele, practices of OHAL (State of Emergency) such as burning down of forests, evacuation of villages and declaration of military security zones, extrajudicial killings out in the streets like the ones in Silopi, policies pointing the HDP as a target, seeks to close HDP and lift the immunity of their deputies and the aggravated isolation of Mr. Öcalan for over four months.

The Suruç massacre which claimed the lives of 32 youths and the following dirty provocation in Ceylanpınar were also used by the government as reasons for putting this war concept into effect, despite the exposure of their deliberate planning beforehand.

All the national and international public opinion has established the fact that the main cause of the Suruç massacre was the government's policy on Rojava and Syria which was pursued with major faults since the beginning and change into an open hostile attitude after the liberation od Gire Spi by people's defense units.

Works for a psychological campaign based on lies aiming to choke the Rojava Revolutionin international arena were put into operation by Erdoğan, AKP and supporting tools.

Call to people and public opinion for sensibility

While the country is going through such a heavy process, and efforts are being made to pull the Process of Resolution to agony step by step, AKP government officials and the partisan media intend to lead a perception operation indicating positive developments in the recent process. At this point, they do not abstain from even using some contacts regarding the denial of entry for the bodies held at the border for days, to negotiate on which is a shame of humanity itself.

As part of this perception operation, it is also being intended to leave the ongoing isolation on Mr. Öcalan and the applications made by our delegation for a visit to him unnoticed by the public opinion through a smear campaign against our delegation.

As HDP İmralı Delegation, we call for sensibility from all our people and the public opinion against the purposes of these policies of discrediting and creating expectation which have been put into effect in a process when an all-out earfare concept has been initiated, Mr. Öcalan is being subject to an aggravated, unlawful and inhumane isolation and the AKP is causing a great tension and fear on the entire society with a war cry.

As a historic responsibility, we recall the need for the ending of military and political operations in order to halt this war concept, for the return of the sides back to the cease-fire position, ending of the aggravated isolation and re-establishment of mechanisms for negotiations.

We warn the AKP government on immediately fulfilling what is necessary for the continuation of the Process of Resolution which will directly influence the democratic future of the peoples in Turkey and the Middle East. It is also known to our public opinion that İmralı Delegation's demand for a meeting with Mr. Öcalan should also be treated within this framework.

In this regard, we want to express that the AKP government which greatly lost its credibility for the Process of Resolution does no more have the position to determine the traffic of our meetings with Mr. Öcalan.

We believe that if the process will continue, negotiations should be made on the basis of Mr. Öcalan's own initiative and within a period of time he himself will decide, and he should be provided with conditions enabling him to have talks with delegations from the circles he will propose.

This position of negotiation to be provided to Mr. Öcalan will enable the participation of various societal circles in negotiations, thus make the process transparent and reveal the potential for the socialization of peace.

It lies ahead of us as a historic must for peace to ensure these conditions and to take these steps under guarantee by means of legal arrangements that will also ascertain the status of Mr. Öcalan for negotiations.

All the negative developments outside and the conflict environment resulting in losses of lives every day could be ended by such an arrangement that can possibly be put into practice at once and lead the Process of Resolution to a lasting peace.

'What matters is if Öcalan will be able to work under free conditions for negotiations'

We would also like to express that we will not take a visit by our delegation to Mr. Öcalan as a step for a historic development unless these simple but historic steps for a lasting peace are made concrete, developments proving AKP government's steps for a sincere confrontation with the Process of Resolution take place, and the aggravated isolation in İmralı is ended.

What matters is not whether our delegation goes to İmralı or not, but rather if Mr. Öcalan wil be able to perform his works under free and equal conditions of negotiations or not.

In this regard, we state that all the false agendas created over our delegation aim to hold the solution of the problem out of sight, and we call on all our people and public opinion to build paths leading to a lasting peace as a historic responsibility."
